American Academy of Nursing Seeks Applications for Building Academic Geriatric Nursing Capacity Awards Program

The John A. Hartford Foundation ( recognizes the centrality of nurses to the care of older adults. In 2000, and in partnership with the American Academy of Nursing ( ), JAHF launched a multi-million-dollar Building Academic Geriatric Nursing Capacity Scholars Award Program to produce expert researchers, academicians, and practitioners who will lead the field of gerontology nursing and ultimately improve the care of the elderly. The program includes the distinguished Scholar & Fellow Awards Program.

The Scholar & Fellow Awards Program seeks applicants for the following scholarships and fellowships:

The Predoctoral Scholarship program is designed to support two years of doctoral work for nurses committed to careers in academic geriatric nursing. The program offers support at the
level of $30,000 in stipend and up to $20,000 in tuition and fee support for each of two years.

The Masters in Business Administration Scholarship program is designed to support one year of work toward a Masters in Business Administration or related degree. The program provides a total of $50,000 in support.

The Postdoctoral Fellowship program provides $60,000 of support for each of two years of advanced research training and mentorship designed to assist doctorally prepared nurses
committed to faculty careers in geriatric nursing.

The Mayday Fund provides an additional $5,000 award to selected candidates whose research includes the study of pain in the elderly.

The Senior Advisory Board at their last regular meeting (2003 October 14) directed me to inquire what the City’s intentions are towards the programs and facilities of the Eddie Hoffman Senior Center and the Chrissie Shantz Adult Day Center. As of today, we have not been involved in the City’s discussions or plans.

This summer there was an article in the local newspapers wherein the Mayor discussed eliminating the Senior Center due to the City’s budget shortfall. Mayor Short suggested the Senior Center and programs could be transferred to the Yukon Kuskokwim Health Corp. It has come to our attention that discussions were held between the City and YKHC on this matter. We have subsequently heard that Orutsararmiut Native Council would be interested in assuming the Senior Center.

We would appreciate knowing the following before our next regular meeting (2003 November 12 at 10 AM)—
· what is the City Council’s intention regarding the Senior Center and its programs?
· when and with whom have discussions occurred about transferring or eliminating the Senior Center?
· what were/are the outcomes of those meetings?

City of Bethel, SAB Bylaws 2001

The name of this board shall be the Eddie Hoffman Senior Center Advisory Board, herein called the SAB.


This SAB is established in the interest of Senior Citizens in the Bethel Community. Its purpose is to advise the Alaska Commission on Aging and its grantee, the City of Bethel, on the needs and interests of Bethel Senior Citizens. The SAB will also encourage and promote activities to meet those needs. Additionally, the SAB will advocate for a range of services that promote senior well-being, and; to involve the Bethel community as a whole to meet senior needs and interests.



The SAB shall consist of eight (8) members and a City Council member who is appointed by the Mayor and who has full voting status.

Of the eight members, a minimum of seventy-five percent (six members) membership of the SAB shall consist of senior citizens, age 55 or older. Twenty-five percent (2 members) of the SAB may be non-senior citizens, age 18 to 59, of the Bethel community. There shall be no less than two members of each gender serving on the SAB.

Members shall be appointed on the basis of their commitment to the Senior Center, their ability or willingness to assist raising funds, and their ability or willingness to assist in development of Senior Center activities.


Regular SAB meetings shall be held approximately nine times per year (once every month with June, July and August off). The times, dates and place is to be determined by the SAB at its first meeting of the new fiscal year. Robert’s Rules of Order shall guide all SAB proceedings. All SAB meetings shall be tape recorded. Additionally, the SAB must abide by City and State laws.

All SAB officers shall be elected for one (1) year or until their successors are elected.


All SAB officer vacancies shall be filled by the SAB members without undue delay at the next regular SAB meeting or a publicly announced special meeting.


An SAB officer may be removed from office at any time by a 2/3-majority vote of SAB members. Such removal shall be for cause.



Committees are to assist the SAB with its functions and responsibilities. The following standing committees shall be established:

* Executive/By-Laws *Transportation
* Finance *Adult Day Care
* Food *YKHC-AVCP/HA and SAB Activities
* Senior Center Programs

The above committees, except the Executive/By-Laws, shall consist of one SAB member and three nominated seniors or community members.

1. The SAB Chairman at the first meeting of the new fiscal year appoints all standing committees.
2. The SAB Chairman retains the right to appoint all committee vacancies. The Chairman can remove or reassign committee members. Any interested community member who wishes to assist the senior center programs and events can become a committee member.
3. All committee recommendations, except the executive committee, are brought before the SAB for their action. These recommendations for action shall be by quorum majority vote.
4. A quorum shall be established as set forth in ARTICLE III, SECTION V.
5. The Chairman may appoint special and ad hoc committees. These committees will be time-limited and issue-oriented. The termination of the above committees are at the discretion of the SAB Chairman.


The Executive committee consists of the SAB Chairman, Vice-Chairman, Secretary and Treasurer and serves until the next election of SAB officers.

1. This committee is also governed by Alaska’s Open Meetings Act.
2. The executive committee meets at the call of the Chairman or at the request of two committee members. Appropriate meeting notice, date and time shall be given to each committee member and proper public notice shall be given.
3. All executive committee vacancies shall be filled by SAB members, without undue delay, at the next regular SAB meeting and/or by a requested special meeting.
4. A quorum of the executive committee consists of 3 members and the affirmative vote of the majority of SAB members. The executive committee should be present for approval of all regular SAB actions.
5. All executive committee members are subject to removal at any time by a 2/3 vote of the majority of all SAB members. Such removal shall be for cause.


The finance committee is responsible for the development of long-term and short-term financial and budget developments, monthly fiscal monitoring and reports to the full SAB, and to assist with the review of the annual grant applications.


The Program committee is responsible for the following:

1. To develop short-term and long-term program goals and objectives with the senior center staff every new fiscal year.
2. To review annually the above plans with the senior center staff, SAB and the community.
3. To assist with the evaluation of the senior center programs.
4. To assist with the review of the annual grant applications along with the finance committee. This ensures consistency with the SAB’s identified needs, goals and objectives, annually.


The SAB has the authority to make, alter, amend or repeal the by-laws by a 2/3 vote of the SAB with City Council approval. Proper written notices to make, alter, amend or repeal the by-laws shall be given 10 days prior to such meetings.


The fiscal year of the Eddie Hoffman Senior Center Advisory Board shall be a 12-month period beginning July 1 and ending June 30 of a given year.

Deadline for proposal submission for THE EPA BUILD HEALTHY COMMUNITIES FOR ACTIVE AGING GRANTS. The U.S. Environmental Protection Agency plans to award in early 2009, two grants for $100,000 each to train older adults to be environmental leaders and demonstrate how greenways and sustainable streets can improve the environment, human health and the quality of life for persons of all ages. Building Healthy Communities for Active Aging Training and Demonstration Projects must include a strategy that either 1) trains older adults to be environmental leaders on local planning decisions that affect their community’s built environment; or 2) demonstrates how greenways and sustainable streets can improve the quality of life for persons of all ages while improving environmental quality. For purposes of this RFP Greenways and Sustainable Streets are defined as follows: Greenways are linear corridors of open space. They include natural corridors (e.g., along a stream, river, or ridge), canals, rail road rights of way converted to recreational use, and trails. They link places together, inviting city and community residents to experience a connection with the natural environment. Greenways connect neighborhoods, downtowns, schools, community centers, and other important public places. They can include waterfront walkways, stream corridors and other natural ecological reserves, as well as off-street biking and walking paths. Sustainable Streets are a multimodal rights-of-way designed and operated to create benefits to mobility, community and ecology. They are streets that use sustainable design principles that promote safe, least-polluting ways to connect people and incorporate natural, landscape-based methods that infiltrate, reuse, or evaportranspirate (allow water to evaporate back into the air) stormwater runoff, and mitigate the “urban heat island effect” (the additional heating in the air over a city as the result of replacement of vegetated surfaces with those composed of heat-retaining, man-made materials such as asphalt and dark colored roofing). Eligible entities include States, or state agencies, the District of Columbia, territories, American Indian Tribes (federally recognized), and possessions of the U.S. It is also available to public and private universities and colleges, hospitals, laboratories, other public or private nonprofit institutions, and 501(c)(3) organizations. Sarah Palin, the elderly, the disabled, older Americans and rural Alaska

Vuee, Vuee, We need to hear MORE from you now about the way Alaska has come into our consciousness via your governor–the believer in “stakeholders.”

Readers can’t get off that easy, Little Red Hen— what questions do folks have?

The reason I have been rather quiet, blogwise, is because the news from rural Alaska about living there isn’t good. There has been next to nothing improved since earlier posts, this includes the past 18 months of the personable Gov. Sarah Palin. I’ll give examples below, but they sound depressing. So readers, what do enquiring minds want to know? If nothing else, I can at least point you to some good sources of facts or commentary from Alaska perspective.

An older friend of mine (from Tucson) sends this musing upon the early photo of Sarah Palin and her caribou ( It is the photo of the red-nosed caribou NOT a reindeer.)

1. Macho women don’t need to wear pantsuits to assert themselves.
2. Most currently popular female names go from my daughter Michelle to my mother Sarah.
3. Sarah definitely shoots better than Dick. How about Joe’s expertise with firearms?
4. Candidates should not be judged only on basis of age, gender, and looks.
5. Candidate’s children are given on-stage prominence. It should be unfair to have the youngest ones debate politics, but what about having a food fight?


  • there’s the older gentleman who is resigning himself to move 400 miles away from home to be near his grandkids because his grown children had to move to Anchorage to find work to meet the utilities payments
  • there’s all the older people who need an assisted living arrangement or nursing home (a 400 mile trip, if one can afford to get into Bethel from the village to get on the jet)
  • there’s fuel oil at $6-15 a gallon
  • there’s the Bush-Cheney stimulus payments which only went to those who have taxable income. They don’t go to those who cashed in IRAs early to pay electricity or who struggle to make sense of their returns.
  • there’s electricity at 40 cents or more per kilowatt hour (with a subsidy for residences) in rural Alaska (Wasilla pays considerably less, without subsidy)
  • there’s gasoline, needed to go out and “grocery shop” on the tundra or out in the river, at $6 to $18 gallon.
  • there’s gaining grandmother status at 34
  • there’s raising grandchildren at 70
  • there’s having your one-time $1200 “energy check” from the state stolen by your children for smokes and booze
